How long does it take a community to get a library? In Horizon West, the answer is more than a decade of asking, followed by a November 2024 groundbreaking, a topping-out ceremony the following June and more than a year of construction. The Orange County Library System opens the Horizon West Branch at 4657 Hamlin Groves Trail on Saturday, October 10, 2026, at 10 a.m. At 20,000 square feet, it is the largest branch OCLS has ever built, and it opens with a collection of more than 45,000 books.
What most coverage leaves out is the building's neighbor. The branch sits between Town Center and Bridgewater on an 11-acre campus shared with Horizon West Regional Park, and the two share parking. The park's next phase broke ground in June and won't be usable until it is finished. So for the next several months, the library is the completed half of the campus, and it also serves as the park's front door.
One Driveway, Two Timelines
The park and the library have been built on different schedules, and the two schedules meet this fall.
- December 2010: Horizon West Regional Park opens at 4715 Hamlin Groves Trail, limited to horseback riding and hiking.
- November 2024: Ground breaks on the library branch.
- February 16, 2026: The park's Phase 1A playground, restrooms and pavilion open to the public.
- June 18, 2026: Phase 1B breaks ground. It covers a splash pad, farmer's-market hookups, a Lake Hartley kayak and canoe launch, more parking and connecting sidewalks.
- October 10, 2026: The library opens.
- Spring 2027: Orange County Parks and Recreation manager Kyle Kent's estimated completion date for Phase 1B, which he called weather-dependent.
Phase 1A cost $15.6 million and turned a 215-acre tract of horse and hiking trails into a park with an access road, utilities, an inclusive playground, restrooms and a large pavilion. Phase 1B has a $5,565,000 budget and adds the amenities that make the site a destination: water play, lake access and a place for a market. In June, Kent told the Orange Observer that no part of Phase 1B would open until the whole phase is complete. No newer county timeline has been published since that June report, so spring 2027 remains an estimate.
Opening Day Spills Into the Park
The October 10 program runs from 10 a.m. to 3 p.m. No registration is required, and all ages are welcome. Several of the scheduled events take place outside the building.
| Time | Event |

| 10:00 a.m. | Ribbon cutting |
| 10:15 a.m. | Entertainment in the lobby |
| 11:30 a.m. | Family performance |
| 12:00 p.m. | Solar observing |
| 12:30 p.m. | Family performance |

| 2:00 p.m. | Storytime |
| 2:30 p.m. | Meet a beekeeper |
| 3:00 p.m. | Drum circle |
Library card signup, a LEGO demo, a scavenger hunt, fiber arts and crafts, and bee bookmarks run all day. Cards are free for Orange County residents. Along with books, a card covers audiobooks, movies, home delivery, online learning and cultural attraction passes through the Local Wanderer program. Opening-weekend hours are 10 a.m. to 6 p.m. Saturday and 1 to 6 p.m. Sunday. OCLS lists the branch as open on Sundays but has not yet posted its regular weekday schedule.
The 1 p.m. nature walk and the 3 p.m. drum circle both fit the grounds. The branch's outdoor features include an interactive percussion path, a Florida-friendly garden and an outdoor performance area. Behind the building, a shade structure covers an artificial turf area for seating, performances and play. The percussion pathway went into the garden in July.
The Library Lot Is Also the Trailhead
The campus becomes a working pair at the library's gravel lot. The volunteer group Friends of Horizon West Regional Park says equestrians can enter the trails from that lot at 4657 Hamlin Groves Trail and should stay on the wide trails. The park's two paved lots hold 165 cars in total. Pickup and horse-trailer parking was planned for the library side once the branch opened. The 2024 groundbreaking coverage described the shared parking plan as including a separate equestrian area.
The park has more than seven miles of unpaved trails beyond that lot. Orange County Parks and Recreation mows most of them, Friends volunteers handle trail clearing, and wooden 4x4 posts mark most major crossings. Most routes are multi-use, and some suit horseback riding, mountain biking or both.
Everything finished in Phase 1A is open now:
- A large playground with shade sails, which the county designed to be inclusive for children of all abilities
- Restrooms with chilled water fountains and a chilled bottle filler
- A small picnic shelter northeast of the playground
- A larger pavilion about a third of a mile southeast of the playground, with eight picnic tables, two charcoal grills and a bike rack; reservations go through Parks and Recreation at 407-254-9086
- A mowed lawn of about three-quarters of an acre beside the pavilion, parts of which will close while electrical service goes in
Walkers and cyclists can reach the site by sidewalk from Hamlin Groves Trail or from the intersection of Bridgewater Crossings Boulevard and Tiny Road.
What Stays Behind the Fence
The construction order matters if you plan to use the park this winter. In June, Kent said the contractor would start at the far end near the kayak launch, where underground power and water have to go in. The splash pad was next, with crews clearing trees and bringing in fill to level the ground. After that came the parking lot by the large pavilion, where market vendors will get power and water connections. The Lake Hartley dock was scheduled last.
The Friends group confirms that the work began this summer and that the park stays open throughout. In practice, that means three things for the coming months:
- Construction vehicles use the park driveways Monday through Friday until further notice, and the fenced construction sites are off-limits.
- The east and west driveways beyond the roundabout have no sidewalks, and the Friends group estimates another year or two before the multi-use sidewalks are done. Until then, cars, cyclists and pedestrians share the road.
- The speed limit inside the park is 15 mph, and gopher tortoises and turtles sometimes cross the road.
A Saturday visit avoids the weekday construction traffic. On weekdays, the library's own grounds are the calmer part of the campus.
Rooms, a Media Lab and a Path That Changes Monthly
The features inside and around the building are the ones that will bring you back after opening week. The Media Lab is equipped for audio, video and photo projects. Local previews mention a green screen, lighting, and recording and editing software. A permanent StoryWalk runs through the Florida-friendly gardens and switches to a new book each month.
The branch has two free study rooms and three meeting rooms that the public can book. Reservations can be made online, in person or by calling 407-835-7323. Under OCLS's general terms, meeting rooms can be booked up to two months ahead and study rooms up to six days ahead. Meetings must be free, open to the public and noncommercial. Larger rooms can be rented for a fee by cardholders and noncardholders alike.
Regular programming starts the following Wednesday, October 14, with Preschool Tales at 10:15 a.m., Toddler Tales at 10:45 a.m. and Baby Tales at 11:15 a.m. All three are in Meeting Room 2, and none requires registration. The November calendar adds a five-part Puppet Boot Camp, Dungeons & Dragons for teens, Adult Game Time, Adult Puzzle Time & Exchange, a computer-mouse skills class and an introductory English course.
The Clock Change Shortens the Park Before It Shortens the Library
The park gates open at 8 a.m. and close at 8 p.m. while Eastern Daylight Time is in effect. Once Eastern Standard Time returns, closing moves to 6 p.m., which matches the county's winter schedule. The library's 1 to 6 p.m. Sunday hours from opening weekend fall entirely inside that winter window, so a late-afternoon visit can still include a trail loop and the StoryWalk before the gates close. That works until Phase 1B adds the splash pad and the lake launch, which the county expects in spring 2027.
The opening of the Horizon West Branch shows how a shared library and park can change a weekly routine before the whole site is finished.
